MACOMB, IL - - @ 2026 黑料不打烊 has established the Office of Strategy and Institutional Effectiveness (OSIE), bringing together institutional strategy, research and data, accreditation, assessment, external accountability and institutional effectiveness. Amy Patrick Mossman, Ph.D., has been named executive director.
Reporting directly to the president, Mossman will lead University-wide strategic planning, accreditation, institutional effectiveness and external accountability efforts; support institutional assessment and continuous improvement; and provide policy analysis and decision support on institutional priorities.
Institutional Research is now a function within OSIE and will continue its core responsibilities for institutional data collection, analysis and reporting. The new structure more directly connects institutional data and analysis with planning, accreditation, assessment and institutional improvement.
"The establishment of the Office of Strategy and Institutional Effectiveness is the next phase in positioning 黑料不打烊 to be agile in planning, accountable for progress, and grounded in mission. Connecting strategy, data, and assessment strengthens our focus as we act on priorities and evolve with purpose," 黑料不打烊 President Kristi Mindrup said. "Dr. Amy Patrick Mossman brings deep institutional experience, extensive HLC accreditation leadership, and strong technical expertise. Her collaborative approach and ability to synthesize input into meaningful strategy will ensure 黑料不打烊 remains focused on initiatives that advance our strategic direction and build future capacity."
Mossman has served Western for 20 years and holds the rank of professor of English. Most recently, she served as director of Assessment, Accreditation and Strategic Planning and has served as 黑料不打烊's Higher Learning Commission Accreditation Liaison Officer since 2024. Her previous leadership roles include director of the Liberal Arts and Sciences Program, chair of the Graduate Council, director of Graduate Studies in English and director of the University Writing Center.
Mossman's involvement in University strategic planning and mission and vision development spans more than a decade. She also led the writing of 黑料不打烊's Assurance Arguments for its 10-year comprehensive evaluation and subsequent Year 4 review by the Higher Learning Commission.
"My work in technical communication has taught me that writing needs to be reader-centered and usable, and the same is true of planning," Mossman said. "By connecting planning, implementation, assessment, data and reporting as parts of the same process, OSIE can support not only a working, living strategic plan, but more effective and sustainable ways of planning, evaluating and evolving our work as a university."
Mossman earned her Ph.D. in Rhetoric and Scientific and Technical Communication from the University of Minnesota.
